Man arrested for failing to verify address as registered offender

MILFORD – Timothy Rains was arrested Feb. 17 for failing to register his address as a registered sex offender, according to Pfc. Mikhail Stanton of the Milford Police Department.

The Delaware Sex Offender Registry provided information Feb. 7 to the Milford Police Criminal Investigation Unit that Rains, who is a tier two sex offender, had signed paper work with his probation officer Jan. 23 acknowledging that he needed to verify his address in person at the State Bureau of Identification.

He neglected to comply with that request. A Milford Police detective was able to make contact with Rains Feb. 11 and advised him that he needed to verify his address in person at the State Bureau of Identification. At that time, Rains allegedly advised that he was unaware, but would do so Monday, Feb. 13.

The detective followed up with the State Bureau of Identification Feb. 15 in reference to Rains’ status and was informed that he had failed to verify his address. A warrant was issued for Timothy Rains that same day as a result of his noncompliance.

He was taken into custody Feb. 17 by officers at the Kent County Court Of Common Pleas. A Milford Police Patrol Unit responded to the court and transported Rains back to Milford where he was charged with registered sex offender failed to verify address as required. He was arraigned at Justice of the Peace Court 2 and was released on $2000 unsecured bail. Furthermore, as a condition of his bail, Rains will have to register immediately with the appropriate agency.
