Vehicle registration violation leads to drug charges for four

MILFORD – Four local residents were arrested Dec. 1 by the Milford Police Department on Northwest 10th Street after an officer observed a Chevrolet being operated with several registration violations, according to Sgt. Robert Masten.

The officer conducted a stop of the vehicle in the 800 block of North DuPont Boulevard (US Rt 113).   During the stop, the officer the officer learned the operator, 53-year-old Cedric M. Fitchett of Houston was wanted by the Justice of the Peace Court #3.

Further investigation during the stop led to a search of the vehicle which yielded various pieces of drug paraphernalia, as well as crack cocaine and heroin.  Three passengers, 32-year-old Kari A. Gibbons of Seaford, 38-year-old Raven A. Caldwell of Greenwood and 39-year-old David M. Krouse of Greenwood were all taken into custody as well.

Gibbons initially provided officers with a false name, but further investigation determined her true identity.  She was found to be wanted by Justice of the Peace Court #4 in Seaford, Sussex County Court of Common Pleas and Seaford Police.

Gibbons has been charged with possession of a controlled substance and possession of drug paraphernalia.  Gibbons was presented at the Justice of the Peace Court #7, where bail was set at $700 unsecured. She was charged with possession of a controlled substance and possession of drug paraphernalia.

Fitchett has been charged with possession of a controlled substance, possession of drug paraphernalia, driving while suspended or revoked, failure to have required insurance and operation of an unregistered motor vehicle.  Fitchett was presented at the Justice of the Peace Court #7 where bail was set at $401 secured.  He has been committed to the custody of the Delaware Department of Correction at the Sussex Correctional Institution.

Krouse has been charged with possession of a controlled substance and possession of drug paraphernalia. He was presented at the Justice of the Peace Court #7, where bail was set at $700 unsecured.

All four are scheduled for arraignments in the Kent County Court of Common Pleas with Fitchett’s date being in December and the other three in January.  Milford Police Department’s K-9 Division assisted with this investigation with the K-9 alerting multiple times on the vehicle.
